Which NTB Category Is Your Business? The Complete Classification Guide

Every NTB registration begins with one decision that everything else depends on: which category you are. The form you file, the fees you pay, the municipal certificate tariff, the zoning route, the insurance requirements, all of it flows from the class. And when applications fail, the wrong category is reliably near the top of the reasons. This is the complete map: every class in the 2004 regulations, its exact threshold, its statutory fee, and the edge cases that catch real businesses.

Start Here: Two Families of Registration

The regulations split tourism into two families, each with its own forms and fee schedule:

• Accommodation establishments (GN 139), anywhere a tourist sleeps: from a campsite stand to a resort.
• Regulated tourism businesses (GN 138), services around the tourist: transport, tours, rentals, activities, bookings, hunting, conferences.

One business can, and often must, hold registrations in both families. They never share one registration: one form, one fee, one certificate per class, with a combination discount (100% / 50% / 25%) across the set.

The 5-room line

At exactly five bedrooms you stand on the B&B/guest house boundary, and the choice cascades into zoning (consent use versus rezoning) and inspection weight. If you're building, this is a decision to make on paper, before the sixth room exists.

Breakfast or no breakfast

Serve breakfast: B&B/guest house family, food-prep Certificate of Fitness (Windhoek: N$3,207.73), kitchen rules. No food at all: self-catering, lower CoF tariff (N$2,245.41), no kitchen inspection. "Breakfast basket left at the door" conversations are worth having with us before the inspector has them with you.

The lodge that does everything

Rooms + game drives + transfers + guided walks = accommodation registration plus tour/safari registration plus activity insurance. The two-registration reality, softened by the combination discount, hardened by the Road Carrier Permit timeline.

Growth reclassification

The campsite that builds four chalets becomes a rest camp; the B&B that adds a sixth room becomes a guest house; the guest house that hits ten en-suite rooms can claim hotel pension. Registration is not a tattoo, but it must track the facts on the ground, because inspectors count rooms, and the class on your certificate is the class you may operate.

"I just take bookings"

If you genuinely operate nothing, no beds, no vehicles, booking agent is the lightest registration in the schedule. The moment your "agency" owns the vehicle doing the transfer, you've become an operator. The test is operation, not marketing language.

The application bounces or, worse, the certificate you receive doesn't cover what you actually do, which is operating unregistered by another name. The fix is re-lodgement in the right class; the cost is the queue time. Classification is a ten-minute conversation that saves a month.

Can one company hold several registrations?

Yes, one entity, multiple class registrations, each with its own form and certificate, priced with the combination discount (100% of the highest fee, 50% of the second, 25% thereafter). What one entity cannot do is stretch a single registration across classes.

Do the same fees apply outside Windhoek?

The NTB's statutory fees are national. What varies by town is the municipal layer, fitness-certificate tariffs and consent processes are set by each local authority, and rural properties work through Regional Councils instead.
