How to Register a Guest House with the NTB in Namibia (What Nobody Tells You About Rezoning)
A guest house is not a big B&B, it is a different NTB class with a heavier prerequisite chain, and in Windhoek it usually means rezoning. Here is the full process, the real fees, and the timeline nobody quotes you upfront.
How to Register a Guest House with the NTB in Namibia
Here's the sentence that surprises most guest house owners: a guest house is not a big B&B. The moment you pass five bedrooms, the Namibia Tourism Board puts you in a different registration class, and, far more importantly, the City of Windhoek usually stops accepting a simple consent and starts requiring a rezoning of your property. That single difference is why one owner registers in four months and their neighbour takes eighteen. Operating unregistered while you figure it out is not an option: since the NTB's February 2025 enforcement drive it's an offence carrying a fine of up to N$20,000, up to two years' imprisonment, or both.

Guest House, B&B or Hotel Pension? The Classification Rules
The NTB's accommodation regulations (Government Notice 139 of 2004) draw hard lines by room count and setup:
| Class | Threshold | Typical zoning path (Windhoek) |
|---|---|---|
| Bed & breakfast | 2–5 bedrooms, in the owner's dwelling, breakfast | Consent use ("resident occupation") |
| Guest house | 5 or more bedrooms, breakfast | Usually rezoning / scheme amendment |
| Hotel pension | 10–20 en-suite bedrooms | Business zoning required |
| Hotel | 20+ en-suite bedrooms | Business zoning required |
Two practical consequences. First, if you're at exactly 5 rooms, the class you claim determines your entire prerequisite chain, get advice before you lodge anything. Second, if you're planning to grow past 10 en-suite rooms, it can be cheaper to zone and build for a hotel pension from the start than to re-apply later.
The Zoning Question That Decides Your Timeline
A guest house generally exceeds what Windhoek's town planning scheme allows as "resident occupation" on a residential erf. That leaves two routes:
- Your erf already has suitable zoning (office/business rights, or an existing consent that covers the use). Then the planning step is short, and your total timeline looks like a B&B's: roughly 3–6 months.
- Your erf is residential. Then you need a rezoning (scheme amendment), a formal application with advertising, neighbour objections, a council decision and Ministerial confirmation. Town planners quote N$25,000–N$60,000 all-in for this, betterment charges can apply, and the honest timeline is 6–18 months or more.
This is the single biggest cost-and-time variable in guest house registration, and it's the item most owners discover only after buying the property. If you're still choosing premises, check the zoning before you sign, it's worth more than any other piece of due diligence. (Wondering whether you can avoid the town planner entirely? That depends on your room count, full analysis here.)
The Full Prerequisite Chain
- BIPA entity whose registered activity covers accommodation (not "general dealing"). Accommodation and tour operation may not sit under one NTB registration, if you also run game drives or transfers, that's a separate regulated-business registration.
- NamRA and SSC good standing, plus a business bank account in the entity's name.
- Premises: title deed or lease with landlord consent, and the zoning route above resolved.
- Approved building plans, for a guest house the City will expect plans that match what's on the ground, especially after conversions.
- Certificate of Fitness (municipal health), Windhoek's 2025/26 tariff for a guesthouse with food preparation is N$3,207.73, and the fire safety certificate (N$186 application fee).
- NTB lodgement, inspection, certificate. Display the certificate and the statutory complaint notice in reception and every room.
Real Fees and a Realistic Timeline
Statutory NTB fees (2004 gazette, confirmed at lodgement): N$200 per room application + N$50 per room registration, capped at N$8,000 and N$2,000 respectively. An 8-room guest house pays N$2,000; even a 25-room property can't exceed N$10,000 total statutory fees.
The real budget lines are the prerequisites: rezoning (if needed) at N$25,000–N$60,000, CoF at N$3,207.73, fire at N$186, plans, certification and courier. Professional guidance through the chain is what keeps these from being paid twice. See the complete cost breakdown by category.
Timeline: 3–6 months with zoning in place; 6–18+ months if rezoning is required. The NTB's own step at the end is measured in weeks, it's the City that sets your calendar.
The Inspection: What's Different at Guest-House Scale
Everything a B&B inspector checks applies, with more of it: food-handler medicals for every kitchen staff member, kitchen walls tiled to at least 1.35 m with impervious surfaces, no toilet opening off the kitchen, adequate and separate guest ablutions, serviced fire extinguishers, and first-aid kits. At this scale inspectors also look harder at refuse handling, laundry, and staff facilities. Once registered you may also apply for the NTB's star-grading certificate (N$250), optional, but it earns its keep on booking platforms. Here's the full CoF inspection walkthrough.
Frequently Asked Questions
What's the difference between a guest house and a B&B for NTB purposes?
Room count and setting. A B&B is 2–5 bedrooms inside or on the property of the owner's own dwelling; a guest house is 5 or more bedrooms with breakfast service. The NTB fees are similar per room, but the guest house prerequisite chain, especially zoning in Windhoek, is substantially heavier.
Can I operate while my rezoning or NTB application is pending?
No. Operating an unregistered accommodation establishment is an offence under the NTB Act regardless of whether an application is in progress, and the NTB has enforced this actively since February 2025. Plan your opening date around the approval, not the lodgement.
My property is zoned "office", do I still need rezoning?
Possibly not: whether existing rights cover guest-house use depends on the applicable town planning scheme and any conditions on the erf. This is precisely the question to resolve with the City before lodging anything, a consent may suffice where a full scheme amendment isn't needed. We check this as the first step of every guest house engagement.
How much does the whole thing cost, honestly?
Statutory NTB fees for a typical 8-room guest house are N$2,000. The CoF is N$3,207.73 and fire N$186 in Windhoek's 2025/26 tariff year. The wildcard is zoning: N$0 if your rights are in place, N$25,000–N$60,000 if a rezoning is required. Any quote that doesn't separate these lines isn't a quote, it's a guess.
