If you're renting out rooms with breakfast anywhere in Namibia and you're not registered with the Namibia Tourism Board, you are, as of the NTB's February 2025 enforcement drive, running an offence, not a business. The penalty under the Namibia Tourism Board Act is a fine of up to N$20,000, up to two years' imprisonment, or both. The good news: registering a B&B is entirely doable. The honest news: the NTB form is the easy part, and it's everything before the form that catches people out.

First: Make Sure You're Actually a "B&B"

The NTB's 2004 regulations (Government Notice 139) define a bed & breakfast precisely: 2 to 5 bedrooms, within or on the property of a private dwelling where the owner or manager lives, with breakfast provided. That definition matters more than it looks:

  • More than 5 rooms? You're a guest house, a different registration class, a bigger inspection, and in Windhoek very likely a full rezoning of your erf rather than a simple consent.
  • No breakfast, guests self-cater? You're self-catering accommodation, again, a different class and a different application form. (Running an Airbnb? Read the Airbnb guide instead.)

Registering under the wrong class is one of the most common reasons applications stall. Get this right before you touch anything else.

The Prerequisite Chain (This Is the Real Work)

The NTB will not register you until the following are in place. Think of it as a chain, each link gates the next.

1. Your business foundations

  • A registered entity at BIPA (usually a CC), whose stated business activity actually covers accommodation. A founding statement that says "general trading" or "transport" will sink the application.
  • NamRA good standing (tax) and Social Security Commission (SSC) registration.
  • A business bank account in the business's name, a bank letter or stamped statement proves it.

2. Your premises and zoning

  • Proof you may use the property: title deed, or a lease plus the landlord's written consent for the tourism use.
  • Municipal consent for the use. In Windhoek, a B&B that stays within your dwelling usually needs consent use (the City calls it "resident occupation"), not a full rezoning. This distinction is worth real money: consent use is a lodgement with plans and neighbour consents; rezoning is a 6–18-month sub-project that town planners quote N$15,000–N$35,000+ for. Most small B&Bs do not need the expensive route, but the City decides, and lodging the wrong application wastes months. We wrote a full guide to this exact question.

3. Health and fire (the inspections everyone fails first)

  • Certificate of Fitness (CoF) from your municipality's health department. In Windhoek the 2025/26 tariff for a guesthouse/B&B with food preparation is N$3,207.73. Before the inspector comes: your municipal account must not be in arrears (arrears block the CoF outright), everyone handling food needs food-handler medical certificates, kitchen walls must be tiled to at least 1.35 m with impervious work surfaces, no toilet may open directly off the kitchen, and guests need ablutions separate from the family's.   • Fire safety certificate from the City fire brigade, the application fee is currently N$186 in Windhoek. Have serviced extinguishers and a first-aid kit in place.

4. Only now: the NTB application

With the chain complete, you lodge the NTB's B&B application form with certified supporting documents. The NTB inspects, then issues your certificate, which must be displayed, along with the statutory guest-complaint notice, in reception and in every room.

What It Costs and How Long It Takes

Statutory NTB fees (per the 2004 gazette, Annexure 1, confirmed at lodgement): the application fee is N$200 per room and the registration fee N$50 per room. A typical 4-room B&B pays N$1,000 to the NTB.

Third-party costs (Windhoek, 2025/26 tariff year): CoF N$3,207.73, fire certificate N$186, plus certification, courier and any consent-use lodgement costs. Timeline: for an urban B&B that still needs consent use, plan on 3–6 months end to end. If your zoning is already in order, it's substantially faster. The slow links are the City (consent and CoF scheduling), not the NTB itself.

Ongoing: once registered, you charge and pay the tourism levy, 2% of the accommodation charge (or 1% if all-inclusive), with monthly returns, and you renew your CoF annually.

Common Mistakes That Get Applications Rejected

  1. Wrong category, a 6-room "B&B" is a guest house; the NTB will bounce it.
  2. BIPA activity mismatch, the founding statement doesn't mention accommodation.
  3. Lodging before zoning, applying for the CoF or NTB before the City consent exists.
  4. Municipal arrears, an unpaid rates account blocks the CoF, full stop.
  5. Kitchen non-compliance, tiling too low, missing medicals, a toilet off the kitchen.
  6. Expired good standings, NamRA/SSC certificates too old on the day of lodgement.

Each of these costs you a re-inspection or a re-lodgement, typically a month or more, every time.

Frequently Asked Questions

Can I run a B&B from my house in a residential area in Windhoek?

Usually yes, via the City's consent-use ("resident occupation") process, provided the B&B stays within your dwelling and you live on the property. You do not normally need a full rezoning for 2–5 rooms, but the consent must be granted before your Certificate of Fitness and NTB application can succeed.

I have 6 rooms, am I still a B&B?

No. Above 5 bedrooms you fall into the guest house class, which carries a larger inspection and, in most Windhoek cases, a rezoning of the property rather than a simple consent. The NTB fee structure is the same per room, but the prerequisite chain is heavier.

How much does the NTB itself charge for a B&B?

Per the 2004 fee schedule: N$200 per room for the application and N$50 per room for registration. A 4-room B&B pays N$1,000 in statutory NTB fees. Municipal health and fire certificates are charged separately by the City.

Do I really need to register if I only rent out two rooms?
