Registering in more than one class? The schedule applies a combination discount: you pay 100% of the highest-fee category, 50% of the second, and 25% of each further one. A lodge that also runs game drives pays meaningfully less than two full fees.

Every accommodation establishment needs the municipal Certificate of Fitness and a fire safety certificate. Windhoek's 2025/26 tariff book (effective 1 August 2025) prices the CoF by class:

Outside Windhoek, tariffs differ by local authority (Swakopmund's fire certificate, for example, runs around N$215), verify with your municipality, and re-verify each tariff year.
The Variable Lines: Zoning, Environment, Insurance
These are the lines that can multiply a budget, and any honest quote prices them per job rather than pretending they're fixed:
- Town planning, consent use: roughly N$15,000–N$35,000 all-in through a planner, though a small B&B can often lodge a consent application without one. When you need the planner and when you don't.
- Town planning, rezoning: N$25,000–N$60,000 all-in, plus possible betterment charges. Applies mainly to guest houses and larger.
- Environmental clearance (ECC): where a listed activity is triggered (typically rural, riverine or new construction), an environmental practitioner's screening or assessment runs N$15,000–N$45,000, plus a ~N$300 government application fee. Many town establishments are exempt, but check before building, not after.
- Insurance (transport and activities): N$5 million passenger liability and/or N$2.5 million public liability, annual premiums quoted by your broker, and the policy must be in force at lodgement.
- Small sundries: newspaper notices where planning applications require advertising (N$6,000–N$16,000 across papers), certified copies (free at police stations), courier (N$80–N$250).

Ongoing Costs After Registration
- Tourism levy: 2% of the accommodation charge (1% all-inclusive), monthly returns. Campsites and caravan parks are levy-exempt.
- CoF renewal: annually, at the then-current tariff.
- Registration renewals and disc replacements: replacement disc N$80, additional disc N$200.

What does the NTB itself actually charge?
For accommodation: N$200 per room application plus N$50 per room registration, capped at N$8,000 and N$2,000. For operators: a base (usually N$1,000) plus a per-vehicle amount with caps. These 2004 gazette figures are still applied and are confirmed at lodgement.
Why do consultants' quotes for the "same" registration differ so much?
Usually because one quote silently includes (or excludes) the variable lines, zoning, environmental clearance, insurance, or blends government fees into the professional fee. Insist on three separate columns: statutory fees at cost, third-party costs at cost, and the professional fee. If a quote can't show you that split, it isn't comparable with anything.
Are government fees refundable if my application fails?
