How to Register a Lodge with the NTB in Namibia
Lodges are where NTB registration stops being paperwork and becomes project management. The form itself is the same per-room arithmetic as a guest house, but wrapped around it sit the questions that actually decide your opening date: the environmental clearance most rural sites trigger, the second registration your game drives require, and the tented-camp variants with their own rules. Operating while you sort it out isn't an option, the enforcement drive that started in February 2025 reaches lodges through the same booking channels as everyone else, with fines up to N$20,000 on conviction. What Makes a "Lodge" (and the Tented Variants)
Under the accommodation regulations, a lodge is an establishment of five or more bedrooms in a rural or natural environment, offering dining and recreation. Its siblings matter at quoting time:
- Permanent tented camp / tented lodge, accommodation in tents or natural-material structures; per-room fees apply, with an N$800 surcharge where campsites are also offered on the property.
- Rest camp, four or more self-contained units, the workhorse class between campsite and lodge.
- Resort / multi-class, a property combining three or more classes with 40+ rooms: higher caps (N$12,000 / N$3,000) and genuinely project-managed registration.
- Guest farm, five or more rooms on a working farm with meals and recreation; the farming context changes the land-use consent conversation.
The ECC: The Item That Sets Your Calendar
Almost every lodge is, by definition, a development in a natural environment, which is exactly what Namibia's environmental listing notices care about. Constructing resorts, lodges and camps in rural areas, and any development within 32 metres of a watercourse, are the classic triggers for an Environmental Clearance Certificate.
- New build or expansion? Screen before construction. The EAP-run process costs N$15,000–N$45,000 plus a ~N$300 government fee, and the assessment timeline, months, sometimes a year for a full EIA, will dominate everything else on this page. An ECC cannot be granted retroactively for work already done; it's the one gap that can't be papered over later.
- Buying an existing lodge? Verify the ECC exists and covers what's actually built. Its absence is a price-negotiation fact at worst, an inherited liability at best.
- In a conservancy or on communal land, the conservancy agreement and land-board consent join the file.
The Two-Registration Reality: Drives, Transfers, Activities
The single most misunderstood rule in lodge compliance: your accommodation registration does not cover your vehicles or activities. The regulations do not allow accommodation and tour operation under one registration, so the standard lodge actually needs:
- The lodge registration (accommodation, per-room fees);
- A tour & safari or shuttle registration for game drives and airstrip/road transfers, with everything that class carries: Road Carrier Permit, roadworthy vehicles, PrDP drivers, and N$5 million passenger liability in force;
- Public liability of N$2.5 million (including professional indemnity) wherever supervised recreation, guided walks, boat trips, dune activities, is offered.
The sting is softened by the combination discount: 100% of the highest-fee category, 50% of the second, 25% of each further one. The sequencing matters more than the money, the RCP for your vehicles is a slow authority, so it starts in week one, not after the lodge file is in.
The Full Chain and Fees
- Entity and tax, BIPA activity covering the operation, NamRA/SSC good standing, business bank account.
- Land, title/lease, Regional Council land-use consent, conservancy/land-board layers where applicable.
- ECC, screened before construction, certificate in hand before lodgement.
- Fitness and fire, the hotel/lodge Certificate of Fitness (Windhoek tariff N$3,615.98; local authorities elsewhere set their own), commercial-kitchen standards (the same rules that fail guesthouses, at scale), fire certificate with serviced equipment throughout.
- NTB lodgement, accommodation + operator classes together, statutory fees per room and per vehicle: N$200/room application (cap N$8,000) + N$50/room registration (cap N$2,000) for the lodge; N$1,000 + N$400/vehicle (cap N$10,000) + N$100/vehicle for the safari class, then the combination discount across the set.
- Inspection, certificate, discs, displayed, with the complaint notice, per the regulations.

Star Grading: Optional, But Not Really
Registration is the legal floor; the NTB's star grading (certificate fee N$250) is optional, except that international DMCs, agents and the better booking platforms filter by it. For a lodge selling into the overseas market, treat grading as part of the launch checklist: the inspection overlaps heavily with the registration one, and doing them in the same season is cheaper than mobilising twice.
Frequently Asked Questions
Our lodge only drives guests inside our own farm, do we still need the operator registration?
Guided drives for reward are tour operation wherever they happen; private land doesn't exempt the activity, though it can simplify the Road Carrier Permit conversation for transfers on public roads. The safe pattern, and what inspectors expect at established lodges, is the dual registration with the combination discount.
We're buying an existing, registered lodge. Does the registration transfer?
The registration belongs to the operating entity, not the land, a new owner-operator registers afresh (the prerequisites you inherit, like the ECC and consents, do attach to the property and are exactly what your due diligence should verify). Budget the re-registration into the transaction timeline so there's no unregistered gap between transfer and certificate.
Do tented camps really pay the same as brick lodges?
Per accommodation unit, yes, the tented classes use the same N$200/N$50 per-room structure, plus the N$800 surcharge where campsites are offered alongside. The environmental process is often more demanding for tented camps, since they're typically in the most sensitive locations.
What does the levy look like for an all-inclusive lodge?
All-inclusive rates attract the 1% levy rather than the 2% bed levy, worth structuring deliberately, since the difference compounds across a season. Returns are monthly either way.
