Certificate of Fitness for Guesthouses: What Windhoek Actually Inspects

Ask anyone who's registered a guesthouse what surprised them, and it's never the NTB, it's the City of Windhoek's health inspection. The Certificate of Fitness (CoF) is the municipal gate every accommodation establishment must pass before the NTB will finish the file, and it fails on wonderfully specific things: a kitchen wall tiled to 1.2 m instead of 1.35 m, a chef without a medical certificate, a rates account N$4,000 in arrears. None of it is mysterious. All of it is checkable in advance. Here's the walkthrough.

Before the Visit: The Two Silent Blockers

• Your municipal account. An account in arrears blocks the CoF outright, no inspection outcome can fix it. Settle or arrange the account before you even book the inspection; it's the cheapest week you'll ever save.
• Food-handler medical certificates. Everyone who prepares or handles food needs a current medical certificate, the owner who "just does breakfasts" included. Book the medicals early; they're quick, but a missing one fails the visit regardless of how the kitchen looks.

The Kitchen: Where Certificates Go to Die

For a guesthouse or B&B serving food, the kitchen is most of the inspection. The recurring items:

• Wall tiling to at least 1.35 m (or an equivalent impervious, washable finish) behind and around food preparation areas. The single most common physical failure, usually a weekend's tiling work discovered three weeks too late.
• Impervious work surfaces, sealed, washable, in good repair. Raw or cracked timber counters draw a note every time.
• Layout: no toilet may open directly off the kitchen or food area. In converted houses this is the expensive surprise, sometimes a lobby or door change, occasionally a small relayout.
• Basics done properly: hand-washing provision, refuse handled in closed containers away from food, pest-proofing, cold storage at temperature, general repair and cleanability.

If you serve no food at all, pure self-catering, the food-prep focus falls away and the City's lower self-catering tariff applies, but the premises walkthrough still happens.

Guest Rooms, Ablutions and the Rest of the Walkthrough

• Separate guest ablutions. Guests can't share the family's bathroom; the inspector checks both the count and the separation. For a B&B in your own dwelling, this is the design question to solve before anything else.
• Ventilation and light in guest rooms and bathrooms; hot and cold water that actually runs hot and cold.
• General hygiene and repair, linen storage, laundry arrangements at guesthouse scale, and the property's overall state. Inspectors read a property the way guests do, just with a checklist.
• The statutory notices. Once registered, your NTB certificate and the guest-complaint notice must be displayed in reception and in every room, have the frames ready.

Fire and First Aid

Alongside the health CoF sits the City fire brigade's certificate (application fee N$186, VAT-exempt): serviced extinguishers of the right class and placement, clear escape routes, and a stocked first-aid kit. Service the extinguishers before the visit, an expired service disc is the fire inspection's version of the untiled wall.

The Fees and the Renewal Rhythm

The CoF renews annually at the then-current tariff, diarise it with your levy returns. Tariffs adjust each tariff year (1 August); the full cost guide tracks where these sit in the whole budget.

Frequently Asked Questions

What happens if I fail the inspection?

You get the findings, you fix them, and you rejoin the inspection diary, typically costing four to six weeks per cycle. Nothing about a failure is fatal except the time; which is why the pre-inspection walkthrough (tiling, medicals, ablutions, account) is the highest-value hour in the whole registration.

Do I need the CoF before applying to the NTB?

Yes, the fitness certificate is part of the NTB's required file. The working order is: zoning consent → CoF and fire → NTB lodgement. Applying to the NTB first just parks your application while the City catches up.

My property is outside Windhoek, do these rules apply?

The requirement for a municipal fitness certificate applies nationally; the tariffs and some specifics vary by local authority (Swakopmund's fire certificate, for instance, is around N$215). The kitchen, ablution and hygiene fundamentals travel unchanged, inspectors everywhere read from the same public-health songbook.

Can the inspector just show up unannounced?

Health inspectors have inspection powers for licensed premises, and once you're operating you should expect periodic visits, the annual renewal keeps you in the system. For the initial CoF, though, the visit is scheduled: you book it, which means you control how ready the property is.
