For years, hosting on Airbnb in Namibia felt like a side hustle, list the flat, hand over keys, collect the payout. Since February 2025, the Namibia Tourism Board has treated it as what the law says it is: operating an accommodation establishment. Unregistered, that's an offence carrying a fine of up to N$20,000, up to two years' imprisonment, or both, and the NTB's enforcement drive has been visiting listings, not just lodges. Which NTB Class Is Your Listing? (This Decides Everything)
Airbnb is a marketing channel, not a legal category. The NTB classifies you by what you actually offer:
- A whole unit, flat, cottage, house, where guests look after themselves: you're a self-catering establishment. The regulations define the unit as having at least one bedroom, a kitchen, a lounge and a bathroom. This is the class most Airbnb hosts fall under.
- Rooms in your own home, with breakfast: that's a bed & breakfast (2–5 rooms, owner living on the property), a different form and a slightly different chain. Follow the B&B guide instead.
- Multiple units, a block of flats, several cottages, still self-catering, with the per-room fees scaling accordingly.
Classify honestly. The application form, inspection focus and municipal tariff all follow the class, and a mismatch is a guaranteed re-lodgement.
The Registration Path for a Typical Host
- Put the business on a legal footing. The NTB registers businesses, not hobbies: you'll need a BIPA-registered entity whose activity covers accommodation, NamRA and SSC good standing, and a business bank account. Many hosts run their listing through a personal account today, this is the step where that changes.
- Secure the right to use the property. Title deed if it's yours; if it's leased, the lease plus the landlord's written consent to short-term letting. In a sectional-title complex, add the body corporate's consent (more below).
- Municipal consent for the use on a residential erf, the City's consent-use process. Skipping this is the most common gap in Airbnb files.
- Certificate of Fitness. Yes, even self-catering: every accommodation establishment needs the municipal fitness certificate. Windhoek's 2025/26 tariff for self-catering is N$2,245.41, lower than the B&B/guesthouse rate because there's no food preparation to inspect. Add the fire safety certificate (N$186).
- Lodge with the NTB, pass the inspection, and display your certificate and the statutory guest-complaint notice in the unit.
Flats, Complexes and Body Corporate Consent
If your listing is a sectional-title unit, there's a stakeholder the NTB process will surface whether you like it or not: the body corporate. Many conduct rules restrict or prohibit short-term letting, and your registration file needs the premises consent to be genuine. Three practical tips:
- Get the body corporate's consent in writing, before you spend on anything else, it's the one prerequisite money can't fix if the answer is no.
- If you rent the unit yourself, you need both the landlord's and (where rules require) the body corporate's consent. Subletting a rental on Airbnb without either is how hosts end up with an NTB problem and an eviction problem in the same month.
- Complexes that already host several registered units are your friend, precedent makes consent conversations short.
What It Costs (Less Than You Fear)
For a typical one-unit listing, the statutory numbers are modest:

The Tourism Levy: Your New Monthly Habit
Registration isn't the end of the relationship. Registered establishments charge and pay the tourism levy, 2% of the accommodation charge (1% for all-inclusive packages), with monthly returns to the NTB, and renew the Certificate of Fitness annually. Build the 2% into your nightly rate the day you register; hosts who absorb it retroactively feel it, hosts who price it in never notice.
Frequently Asked Questions
I only list one room in my flat occasionally, do I really need to register?
If you offer accommodation to paying guests, the Act applies; there is no "occasional" exemption in the regulations. The classification (B&B versus self-catering) depends on your setup, but the registration duty itself does not switch off at low volumes. The enforcement drive since February 2025 has not distinguished between full-time and casual hosts.
Does Airbnb check for NTB registration?
The platform does not verify Namibian registration for you, compliance is entirely your responsibility as the host. The NTB, however, can and does browse the same listings your guests do; an address and a calendar of reviews is all an inspector needs.
My unit is rented, can I still register?
Yes, provided your lease permits it and your landlord consents in writing to the short-term letting use. In a sectional-title scheme you'll also need the body corporate's consent where the conduct rules require it. Without those consents, no amount of paperwork downstream can fix the file.
How long does it take to get legal?
