But Namibia's second tourism economy is the coast, and its fastest-growing compliance problem is the Swakopmund holiday flat: hundreds of units marketed to December visitors, most of them unregistered, all of them squarely inside the NTB Act and its N$20,000 / two-year penalty regime. Here's what changes when your establishment is outside Windhoek, and the larger truth, which is how much doesn't.

What Stays the Same Everywhere

The national layer doesn't move an inch between towns:

  • The NTB's statutory fees, N$200/room + N$50/room for accommodation, the operator schedules, the caps, the combination discount. One national fee table.
  • The classification rules, a holiday flat is self-catering, a 6-room house is a guest house, wherever it stands.
  • The chain's structure, entity, consent for the use, fitness certificate, fire, NTB. Every town, same order.
  • The enforcement, the February 2025 drive works booking platforms, and platforms don't care about municipal boundaries. Coastal listings are as visible as Windhoek ones; in December, more so.

What Changes: The Municipal Layer

Each local authority sets its own tariffs and runs its own processes. The practical differences:

  • Fitness-certificate tariffs vary by town. Windhoek's 2025/26 CoF for a guesthouse is N$3,207.73; other municipalities price their own tariff books. Budget the same kind of cost, confirm the exact figure with the municipality before quoting anyone, including yourself.
  • Fire certificates too, Windhoek charges N$186; Swakopmund's equivalent has benchmarked around N$215. Same certificate, local price.
  • Consent processes have local personalities. The consent-use/rezoning logic we've mapped for Windhoek exists in every scheme, but each council's forms, advertising practice and committee rhythm differ. Coastal towns process a lot of holiday-accommodation consents, precedent helps you.
  • Outside proclaimed towns, the Regional Council takes over. Farm and rural properties answer to their Regional Council for land-use consent, and settlements fall under their own local structures.

The Swakopmund Holiday Flat, Specifically

The coast's signature case deserves its own checklist. A flat or house let to holidaymakers is a self-catering establishment: NTB registration (N$200/room + N$50/room), the municipality's fitness certificate at the self-catering tariff, fire, and, the coastal specialties:

  1. Body corporate consent, much of Swakopmund's holiday stock is sectional title, and the consent rules that govern Airbnb units apply identically: written consent before anything else.
  2. Absentee ownership, many coastal units belong to inland or foreign owners. The registration needs a local reality: a managing agent or manager who can meet inspectors, hold keys, and answer the Board. An unreachable owner is an unregistrable unit.
  3. The December problem, seasonal letting is still letting; there's no holiday-season exemption. The efficient move for a unit that only trades in season is registering before the season, not negotiating with an inspector during it.
  4. The levy follows the class, 2% on the accommodation charge, monthly returns, even if eleven of twelve returns are nil.

Operators on the Coast and in the Regions

Marine and dune activity operators, kayaking, ballooning, sandboarding, catamarans, are activity operators (N$1,200 application without vehicles) with the N$2.5 million public liability requirement for supervised recreation, plus any marine or conservation permits their environment demands. Transfer services between Walvis Bay airport and the coast are shuttle operators with the full RCP chain. The classes are national; only the scenery changes.

Where do I find my town's actual tariff for the fitness certificate?

Each municipality publishes a tariff book (usually effective from its financial year); the health department quotes the current figure on request. Treat any figure older than the current tariff year, including in articles like this one, as a budgeting number to confirm, not an invoice amount.

I live in Windhoek but my holiday unit is in Swakopmund. Who do I deal with?

Three parties: BIPA/NamRA/SSC nationally (unchanged), the Swakopmund municipality for the unit's consent, fitness and fire, and the NTB nationally for the registration itself. It's entirely manageable remotely with a local managing agent, that's the standard structure for coastal stock.

Is enforcement really reaching the coast?

The enforcement drive is platform-led, inspectors browse the same listings guests do, and coastal holiday stock is the most visible seasonal inventory in the country. The unregistered coastal unit isn't hidden; it's indexed.
