How to Register a Guest Farm with the NTB
Every drought reminds Namibian farmers of the same arithmetic: guests are a crop that doesn't need rain. Farm tourism is the most natural diversification in the country, and the NTB has a class built precisely for it. A guest farm is its own registration, with its own rules that differ from a town guest house in ways that matter: your consent authority is the Regional Council, not a municipality; your neighbours are the hunting classes, not hotels; and your farm activities raise the operator question the moment you charge for them. Unregistered, all of it sits under the same exposure as everyone else: up to N$20,000, two years, or both, actively enforced since February 2025.

Guest Farm, Lodge or Campsite? Where Farms Fit
Three classes serve farm properties, and the deciding facts are simple:
- Guest farm, five or more bedrooms on a working farm, with meals and recreation. The "working farm" part is the point: guests share an operating agricultural property, and the class exists to recognise exactly that.
- Lodge, five-plus rooms in a rural/natural setting where tourism, not farming, is the property's purpose. If the cattle left years ago and the "farm" is a game-viewing property, you're likely a lodge.
- Campsite, stands and ablutions, no rooms. Many farms sensibly run a campsite first and grow into guest-farm rooms later; each stage is its own registration.
Under five rooms on a farm? The B&B class technically needs the owner's dwelling context, on farms, the practical answer is usually to plan for five and register once. Talk it through before building room four.
The Hunting-Farm Crossover
Many guest farms are also hunting farms, and the NTB schedule treats hunting as its own regulated business, alongside the accommodation:
- Trophy hunting operator with accommodation, N$3,000 application + N$200 registration;
- Trophy hunting operator without accommodation, N$2,500 + N$200;
- Both sit on top of MEFT's own permit regime, conducting-permits, quotas and concessions run through the Ministry of Environment, Forestry and Tourism in parallel with the NTB registration, not instead of it.
A farm running rooms and hunts holds both registrations, priced with the combination discount (100% of the higher fee, 50% of the second). What it cannot do is host paying hunters on an accommodation-only registration, the classes never stretch.
Farm Activities: When the Drive Becomes a Business
The sundowner drive, the guided walk, the horse trail, the moment these are charged for (separately or inside a package), they're regulated activity or tour operation, needing their own registration and N$2.5 million public liability cover including professional indemnity for supervised recreation. Vehicle-based game drives add the tour-operator layer, with the Road Carrier Permit sequencing that class carries. The combination discount keeps the paper affordable; the insurance is the real line, and it must be in force at lodgement, not promised.
The Chain: Regional Council, Fitness, NTB
- Entity and tax, many farms trade as the family entity with a purely agricultural BIPA activity; add accommodation/tourism to the founding statement (a ~N$60 amendment) before anything else, or the NTB file stalls on the classic mismatch.
- Land-use consent, commercial farmland answers to the Regional Council for the tourism use; title deed proves the land, and any leased portions need the owner's written consent.
- Environmental screening, new guest wings, camps at the riverbed, or dam-side sites can trigger the ECC; screen in writing before construction, because clearance is never retroactive.
- Fitness and fire, the local authority's fitness certificate; farm kitchens serving guests meet the same food-prep standards as town guesthouses (tiling, medicals, the full inspection list), and fire equipment is checked with rural response times in mind.
- NTB lodgement, inspection, certificate, displayed with the complaint notice, then the 2% levy (1% on all-inclusive farm packages) starts its monthly rhythm.
Fees and Timeline
Statutory NTB fees are the standard per-room structure: N$200 per room application + N$50 per room registration, a 6-room guest farm pays N$1,500. Add hunting (N$3,200 total) and/or an operator class at the combination discount. The variable lines are the rural ones: ECC if triggered, and the insurance premiums for activities. Frequently Asked Questions
We only host guests in the shearing off-season. Do we still register?
Yes, seasonality doesn't switch the Act off, and the register has no part-time category. The good news is the fees aren't seasonal either: the same N$1,500 covers the six rooms whether they trade three months or twelve.
Is a guest farm inspection different from a guest house inspection?
The fundamentals are identical, kitchen, ablutions, water, fire. The rural additions are practical: water sourcing and treatment, waste handling without municipal services, and emergency arrangements given distances. Nothing a well-run farm doesn't already do; the inspection just wants it demonstrable.
Our farm water comes from a borehole. Is that a problem?
Not inherently, farms across the country pass on borehole water. Expect the fitness conversation to cover potability and storage; a recent water test in the file turns a discussion into a checkmark.
Can the workers' cottages be rented to tourists as-is?
Once tourists pay to sleep in them, they're accommodation units and the registration (and the inspection standard) follows, "it's just the old cottage" has ended badly in more than one file. Renovate to the standard first; the self-catering or rest-camp class usually fits converted cottages best.
