How to Register an Activity Operator with the NTB
Namibia sells adrenaline as reliably as it sells silence: dune boards at Swakopmund, balloons over Sossusvlei, kayaks at Pelican Point, quad trails on farm dunes. Every one of those businesses is a regulated activity operator under the NTB's rules, a class with the schedule's most modest fees and its most unforgiving prerequisite: N$2.5 million public liability cover, including professional indemnity, in force before you lodge. Unregistered, the exposure is the standard one, up to N$20,000, two years, or both, enforced since February 2025 through the same platforms your customers book on.

Are You an Activity Operator? (The Supervision Test)
The class covers businesses offering supervised recreation to tourists for reward, you provide the equipment, the guide, the instruction, the experience. The practical test against the neighbouring classes:
- You supervise the activity itself, boards, balloons, kayaks, horses, quads, climbing: activity operator.
- You drive guests on guided tours, game drives, day trips: tour & safari operator, with the Road Carrier Permit chain.
- Guests use your equipment unsupervised, e-bike or kayak hire with a waiver and a wave: rental territory; the boundary with supervised activity is exactly where your insurance broker and the NTB will both look, so decide which business you are on paper before the season decides for you.
- The activity happens at your lodge for your guests, still this class, alongside the accommodation registration, at the combination discount. The two-registration reality applies to sundowner kayaks as much as game drives.
The Insurance Line That Decides the File
The regulations require public liability cover of N$2.5 million including professional indemnity for operators offering supervised recreation. Three hard-won specifics:
- In force, not intended. A broker's letter of intent bounces the file, the same trap that fails transport applications. Place the policy before lodgement; the premium runs from inception either way.
- Professional indemnity is part of the requirement, because your guiding and instruction is professional advice with consequences. Confirm the PI extension is on the schedule, not assumed.
- Describe the real activities to the insurer. A policy written for "guided walks" doesn't respond to a quad-bike incident, and an activity your policy excludes is an activity your registration file can't honestly include.
Safety Documentation and First Aid
Expect the file and the inspection to engage with how you keep strangers alive while frightening them on purpose: a written safety plan per activity (briefing, equipment checks and maintenance, weather limits, emergency procedure and evacuation), first-aid certified staff (courses run roughly N$550–N$950 per person, certify more than one guide, because certificates expire and guides resign), and equipment records that show maintenance actually happens. None of this is bureaucracy for its own sake; it's the file your insurer wants on the worst day too, which is why building it once serves both masters.
The Vehicle Question
Fees for this class split on vehicles:
- No vehicles (the balloon basket, the beach launch): application N$1,200, registration N$100.
- With vehicles (the dune shuttle to the boarding site, the quad fleet): N$1,000 + N$250 per vehicle (capped at N$10,000) application, plus N$50 per vehicle (capped at N$2,000) registration, and once you transport clients on public roads, the Road Carrier Permit and passenger-liability questions arrive with the territory.
Fees, Chain and Timeline
- Entity basics, BIPA activity covering the operation, NamRA/SSC good standing, business bank account.
- Location permissions, concession, conservancy, municipal or landowner consent for where the activity happens; coastal and dune operations sit inside permit environments of their own (the coastal guide covers the geography).
- Insurance placed, safety file built, first-aiders certified.
- NTB lodgement → inspection → certificate (and vehicle discs where applicable).
Without vehicles this is one of the fastest classes in the schedule, 6–10 weeks is realistic once the insurance is placed, because no municipality-scale prerequisite sits in the chain. With vehicles, the RCP sets the pace as always. Costs and timelines in full.
Frequently Asked Questions
I guide part-time on weekends, does the class really apply to me?
If tourists pay you to supervise recreation, yes, the Act has no part-time carve-out, and a weekend operator's incident carries the same liability as a full-timer's. The modest fees (N$1,300 total without vehicles) make this the wrong place to economise.
My clients sign an indemnity form. Doesn't that replace the insurance?
No. Waivers manage some civil risk between you and the client; the regulations require the actual cover regardless, and no signature transfers a statutory registration requirement. Run both, the waiver as practice, the policy as law.
The lodge I operate from is registered. Am I covered under theirs?
No, registrations don't extend to third-party businesses operating on the property. You register as the activity operator; the lodge holds its accommodation class. (If the lodge itself employs you and sells the activity, it's the lodge that needs the activity class alongside its own.)
Do I need MEFT or other permits too?
Depending on where and what: protected areas, concessions and certain wildlife-adjacent activities carry their own permit regimes alongside the NTB layer, and marine activities engage their own authorities. The NTB registration is the floor, not the whole stack, one of the first things we map on engagement.
