Social Security registration in Namibia
Who must register with the Social Security Commission, how employer and employee registration works, and how to keep your Good Standing for tenders.
Every employer in Namibia must register with the Social Security Commission (SSC) and register each employee, including an owner who draws a salary.
Contributions are paid monthly, shared between employer and employee, and fund benefits such as maternity, sick leave and death benefits.
Social Security registration and a current Social Security Good Standing are asked for in almost every tender.
Who must register
Under the Social Security Act of 1994, any business that employs people must register as an employer with the Social Security Commission, and register its employees. That includes:
- Full-time and part-time staff
- Domestic workers
- Members or directors who are paid a salary by their own CC or company
A business with no employees and no salaried owners does not have to register as an employer yet. Register the month you take someone on, not at year end.
How employer registration works
- Complete the Social Security Commission's employer registration form.
- Attach the business's BIPA registration documents and the owners' identification.
- Register each employee with their ID and details.
- The Commission issues your employer registration number, and each employee gets a Social Security number.
- Pay contributions every month, and keep your employee list current as people join and leave.
"How do I get my Social Security number?"
If you are employed, your employer registers you with the Social Security Commission and you receive your own Social Security number. If you have started a job and do not have one, ask your employer whether you have been registered; if not, they are required to do it. Your number stays with you when you change jobs.
What contributions pay for
The Social Security Commission runs the funds that pay, among others:
- Maternity leave benefits
- Sick leave benefits
- Death benefits
- Compensation for injuries at work, through the Employees' Compensation Fund
An employee who was never registered, or whose contributions were not paid, can be refused a benefit when they need it most. That is a real cost to staff, and a liability for the employer.
Social Security Good Standing
A Social Security Good Standing certificate confirms you are registered and your contributions are paid. Tenders ask for it, and it cannot be issued while months are outstanding. Keep payments current all year so the certificate is never the thing that stops a bid. See our guide to Good Standing certificates.
Common mistakes
- Registering the business but not the employees. Both are required.
- Forgetting the owner's own salary. A member paid by the CC is an employee for this purpose.
- Skipping months when cash is tight. Arrears block your Good Standing.
- Not removing staff who left, which leaves the records wrong.
