Winning government tenders in Namibia requires more than a BIPA certificate. You need Good Standing from NamRA, SSC, and Employment Equity, plus NamBid registration. Here's the complete tender-ready checklist.

Why "Registered" Is Not the Same as "Tender-Ready"

Many Namibian businesses register with BIPA and assume they are immediately ready to bid on government tenders. In practice, most tenders require a comprehensive compliance pack that goes well beyond the BIPA certificate. Failing a single compliance check disqualifies the entire bid.

Step 1: Register Your Private Company with BIPA

A Private Company (Pty Ltd) is the preferred structure for government tenders in Namibia. While Close Corporations can bid, Pty Ltd structures are seen as more stable and professional by procurement committees, particularly for contracts above N$500,000.

Step 2: Register for Tax with NamRA (Get Your TIN)

All tendering companies must have a valid Tax Identification Number (TIN) issued by NamRA. This is non-negotiable — without a TIN, you cannot obtain a NamRA Good Standing Certificate, which is required in virtually every government tender.

Step 3: Register with SSC

Social Security Commission registration is required for companies with employees. Most government tenders require an SSC Good Standing Certificate as part of the compliance pack. Register with SSC as soon as you have your first employee.

Step 4: Get Your Good Standing Certificates

Good Standing certificates confirm you are up to date with each compliance body. For most tenders, you need all three:

  • BIPA Good Standing Certificate — annual duties paid, company is active.
  • NamRA Good Standing Certificate (Tax Clearance) — all taxes are current.
  • SSC Good Standing Certificate — Social Security contributions are up to date.

Step 5: Register for Employment Equity

Employers with 25 or more staff must register with the Employment Equity Commissioner and hold a compliance certificate. Many tenders, especially larger government contracts, require this certificate even for smaller companies as best practice.

Step 6: Register on NamBid

NamBid is Namibia's central vendor database for government procurement. You must be registered on NamBid before you can be shortlisted for most government and parastatal tenders. Chrimson handles NamBid registration as part of our Tender Readiness Package.
