Namibia Tender Eligibility: The Complete Compliance Guide for 2026
What every Namibian business — local or foreign-owned — must have before they can legally submit a tender bid. The documents, the sequence, and the consequences of missing one.
Why Tender Eligibility Is Not Optional
Government and parastatal procurement in Namibia is governed by the Public Procurement Act No. 15 of 2015 and its accompanying regulations. Every bid must be accompanied by a compliance document pack. Missing a single document from that pack results in automatic disqualification — the technical merit of your bid is never evaluated.
This guide covers every document that procurement committees routinely require, the authority that issues each one, and the order in which you must obtain them.
Document 1: BIPA Certificate of Incorporation
Your Certificate of Incorporation (for a Private Company) or Certificate of Establishment (for a Close Corporation) proves that your entity exists as a legal person in Namibia. Every tender requires this document. It must be a certified copy — not a photocopy — and must reflect the current registered name of the entity.
If you have changed your company name or converted your entity type since incorporation, ensure your certificate reflects the current state before submitting a bid.
Document 2: BIPA Good Standing Certificate
BIPA issues a Good Standing Certificate to confirm that your entity has paid all annual duties and filed all required annual returns. The certificate has a validity window — most procurement committees require a certificate issued within the last three months. A certificate issued six months ago is routinely rejected.

Document 3: NamRA Tax Identification Number and Good Standing Certificate
A Tax Identification Number (TIN) issued by NamRA is mandatory for all tendering entities. The NamRA Good Standing Certificate — also called a Tax Clearance Certificate — confirms that your entity is registered for income tax, has filed all due returns, and has no outstanding tax debt.
NamRA will not issue a Good Standing Certificate to an entity with outstanding returns or penalties. If your certificate has been blocked, clearing the underlying obligation is the only path forward — NamRA does not issue certificates on appeal without settlement.
Document 4: SSC Good Standing Certificate
The Social Security Commission Good Standing Certificate confirms that your entity is registered as an employer with the SSC and has made all required monthly contributions. If your entity has no employees, SSC registration may not apply — but you should confirm this with the relevant procurement authority, as some tenders require proof of SSC exemption rather than simply an absence of the certificate.
Document 5: NamBid Vendor Registration
NamBid is the government's central vendor registration system. Most central government and parastatal tenders require active NamBid registration as a condition of bid evaluation. The NamBid registration process requires your BIPA and NamRA documents to already be in order before you can complete registration.
Document 6: Employment Equity Compliance Certificate
Employers with 25 or more staff must be registered with the Employment Equity Commissioner. Many larger government contracts require this certificate. For smaller companies below the threshold, some procurement notices request a signed declaration of exemption rather than the certificate.
The Order Matters
The compliance document sequence is sequential, not parallel. You must incorporate first (BIPA), then register for tax (NamRA TIN), then obtain NamBid registration (which requires your TIN), then obtain Good Standing certificates from each authority. Attempting to shortcut this sequence wastes time and delays your bid eligibility.
